Okay, so, here's the deal with the Doctor: being a Time Lord, he's different in a lot of ways. Here are a few bullet points of things he can do, both related to his race, and completely unrelated. These are all things I will not actively do unless you would like them to happen. Generally he does not meddle.

"Precognition": Eight can totally be aware of someone's future. Canonically, in the film alone, he gives three people tiny hints to nudge them toward important events in their future. Usually I DO NOT do anything with this, but it is a possibility if you are looking for a plot hook or "something to do" with them.

Mind Reading: Time Lords are telepathic. The Doctor can converse with people mentally, read their thoughts, and allow people into his mind whether or not they are actively telepathic, themselves. He can also touch someone's temples and experience their memories. Particularly sharp people (see Madame de Pompadour with Ten in "The Girl In The Fireplace") can see that the door goes both ways, and go walking around in his.

Perceptiveness, aka Sense Motive: This ties in to mind reading, in a way - the Doctor can generally sense when someone is not who they appear to be. In the case of gods hiding as humans, or someone like Eli in his humanoid disguise, this is especially relevant, and if you do not want Eight to "know" your character on sight, please tell me so. The great thing about Who canon is that it's ridiculously easy to come up with reasons why the Doctor can't do something at any given time.

Sleight Of Hand: The Doctor steals people's stuff a lot in this regeneration. He's pickpocketed security keys from scientists and stolen a handgun right off an on-duty policeman just by misdirecting their attention for a brief moment with a well-placed question or an offered jelly-baby. He usually does it to avoid having to fight, or to get past an obstacle.

Sonic Screwdriver: If you lock something, he can unlock it. Unless the lock is made of wood. Pretty simple, really.

If you'd rather Eight did not engage in any of these things AT ALL with your character, or, conversely, if you want to plot out something regarding any of these abilities, let me know here!

Also, for basic blanket use, here are my preferred permissions for things potentially done to/about him:

Fourth-Walling: I'd prefer not, though tongue-in-cheek jokes about "your life sounds like something out of a science fiction program" never get old.
Threadjacking: Go right ahead unless the action takes place in a private location!
Injury/Torture/General-Messing-With: Absolutely, as long as it's discussed with me beforehand and I know it's coming.
Death: Considering its permanence here in Boomtown, and that that would potentially make him regenerate, I would like to avoid it if at all possible. Still evaluating how I'd feel about playing him regenerating into Nine in another setting and how that could affect things...
Mind Control/Possession: Due to the telepathy and the strength of his will, that's going to be pretty hard to achieve, but I'd still be willing to discuss it if people want to make it happen.

Basically, use your common sense... if you'd want advance notice before someone did it to your character, please ask me, first, too!
